chore: update most dependencies

[rossiam]

• updated most dependencies
• updated eslint required some config changes
• updated eslint also has new rule about unnecessary assignments which required removal of some assignments that were immediately overwritten
• updated inquirer required minor changes
• updated jest allowed us to remove ugly relative paths in tests
• did not update:
  • @types/node - we're building with v24 so only updated to most recent v24
  • env-paths - is breaking change; will update separately
  • js-yaml - also breaking change
  • ora - update causing issues; will need to do more research
  • typescript - major update; to do separately
  • yargs - update causing issues; will need to do more research
