This configures the git user to be flutter-skills-sync-bot when creating commits that sync the dart-lang/skills into flutter/agent-plugins. The PAT for this account is stored as the SYNC_PAT secret in settings.
This also fixes the zizmor warnings in the GitHub Actions workflows.
